Le Qatar a-t-il approché Nicolas Sarkozy ?

LE POINT: Le "Financial Times" affirme que l'ex-président français a été sollicité par le Qatar pour prendre la tête d'un fonds d'investissement. L'entourage de Nicolas Sarkozy ne dément pas.

Nicolas Sarkozy reçoit des "propositions" mais "n'est engagé dans aucune", a affirmé lundi son entourage, après que le Financial Times a affirmé qu'il était sollicité notamment par le Qatar pour prendre la direction d'un fonds d'investissement abondé à hauteur de 500 millions d'euros. "Nicolas Sarkozy reçoit régulièrement des propositions, mais ne s'est engagé dans aucune", a réagi l'entourage de Nicolas Sarkozy, sans confirmer ni démentir les informations publiées par le FT, le 9 mars.

Selon le quotidien économique britannique, citant des sources "proches du dossier" non identifiées, le fonds souverain du Qatar associé à d'autres investisseurs débloquerait jusqu'à 500 millions d'euros. À charge ensuite pour Nicolas Sarkozy d'utiliser l'argent pour des investissements dans des pays émergents comme le Brésil, ou pour soutenir des entreprises espagnoles ou marocaines. Un responsable de l'UMP avait affirmé il y a quelques jours que l'ancien chef de l'État pourrait créer un fonds d'investissement, pour "investir dans les entreprises qui en ont besoin". Cela permettrait de "préserver de l'emploi", ce qui serait "un bon point pour Nicolas Sarkozy", disait cette source. Hollande schickt Franzosen wieder mit 60 in Rente

WELT ONLINE: Frankreich sozialistische Regierung hat die unter Sarkozy beschlossene Rentenreform wieder rückgängig gemacht. Demnach wird die Rente mit 60 für bestimme Arbeitnehmer wieder eingeführt.

Nicht einmal vier Wochen nach ihrem Amtsantritt hat die neue sozialistische Regierung in Paris damit begonnen, die umstrittene Rentenreform der Konservativen teilweise zurückzudrehen.

Die Rente mit 60 wird für bestimmte Arbeitnehmer wieder eingeführt, wie Sozialministerin Marisol Touraine am Mittwoch nach einer Kabinettsitzung mitteilte. Im Jahr 2013 sollen etwa 110.000 Bürger davon profitieren.

François Hollande Would Destroy France's Economy 'Within Two Days', Nicolas Sarkozy Claims

THE DAILY TELEGRAPH: François Hollande would destroy France's economic strengths "within two days" and turn the country into Greece, Nicolas Sarkozy warned as he finally unveiled his manifesto and a "letter to the French people" ahead of presidential elections.

Just 17 days before the first round of voting, Mr Sarkozy said Francefaced a "historic choice" between his austerity measures or uncontrolled spending that would bring the country to its knees.

Sarkozy verspricht Franzosen Wachstum und Schuldenabbau

REUTERS DEUTSCHLAND: Paris - Der um die Wiederwahl kämpfende französische Präsident Nicolas Sarkozy hat seinen Landsleuten für eine zweite Amtszeit ein robustes Wirtschaftswachstum und einen Haushaltsüberschuss versprochen.

In seinem am Donnerstag vorgestellten Programm für die kommenden fünf Jahre sagte der konservative Staatschef für den Zeitraum von 2014 bis 2017 ein jährliches Wachstum von zwei Prozent voraus. In diesem und im nächsten Jahr werde die französische Wirtschaft um 0,7 beziehungsweise 1,75 Prozent zulegen. EU-Gipfel: 25 EU-Staaten beschließen Fiskalpakt

FRANKFURTER ALLGEMEINE: Beim EU-Gipfel in Brüssel haben 25 EU-Länder zugesagt, sich an einem Pakt für strenge Haushaltsdisziplin zu beteiligen. Nicht dabei sind bis auf weiteres Großbritannien - und überraschend auch die Tschechische Republik.

Alle EU-Staaten außer Großbritannien und überraschend auch der Tschechischen Republik haben einen Sparpakt für mehr Haushaltsdisziplin vereinbart. Das teilte Gipfelchef Herman Van Rompuy am Montagabend beim EU-Gipfel in Brüssel mit. Die 25 Länder verpflichteten sich in diesem zwischenstaatlichen Fiskalvertrag zum Sparen und zur Einführung einer Schuldenbremse nach deutschem Vorbild. Nicolas Sarkozy Says Britain Has 'No Industry'

THE DAILY TELEGRAPH: President Nicolas Sarkozy has stated Britain is a country with "no industry" as he set out "shock measures" to reinvigorate France's faltering economy.

Mr Sarkozy announced he would increase VAT by 1.6 per cent. When a journalist made the point that there had been an increase in prices in Britain after VAT rises, Mr Sarkozy claimed: "The United Kingdom has no industry anymore."

A UK official said: “It is not true. The percentage of GDP that is manufacturing is11 per cent, the same as in France.”

Manufacturing as a percentage of GDP was 11 per cent in the UK and in France in 2009, the last comparable figures.

“UK industrial production as a share of GDP was 15 per cent, compared to 12.5 per cent in France in the same year. What he said is not true. He has got an election.”

Defending his efforts to save the euro and the French economy, Mr Sarkozy said: “The financial crisis is calming down. Europe is no longer on the edge of the abyss...The elements of a stabilisation of the financial situation in the world and in Europe are in place.”

Mr Sarkozy all but announced his candidacy for the two-round election, due to be held on April 22 and May 6. “I have a rendezvous with the French,” he said. “I will not shirk my responsibility.”

But the uncharacteristically downbeat president admitted to having "regrets" about some of his policies, which he said he would address "at the appropriate time".

His remarks came a day after Chancellor Angela Merkel of Germany backed his — as yet unannounced — re-election bid by unexpectedly announcing that she would join him on the campaign trail.

In a hour-long “do or die” TV interview broadcast simultaneously by nine channels, Mr Sarkozy adopted Churchillian tones as he unveiled measures from reducing working time and salaries to save jobs to raising VAT in order to cut employers’ contributions by €13 billion (£11 billion). However, the man who staked his presidency on boosting the French economy faces a tough task as he lags in the polls, unemployment stands at a 12-year high and public debt is at record levels. FRANKFURTER ALLGEMEINE: Bundeskanzlerin Merkel will die Finanztransaktionsteuer notfalls ohne die Briten in Europa einführen. Damit liegt sie auf einer Linie mit dem Finanzminister. Die FDP ist gegen einen Alleingang im Euroraum.

Bundeskanzlerin Angela Merkel (CDU) hat sich dafür ausgesprochen, die Finanztransaktionsteuer notfalls ohne die Briten in Europa einzuführen. Sie sei persönlich dafür, eine solche Steuer in der Eurozone zu erheben, wenn es keine Lösung für alle 27 EU-Länder gebe, sagte die Bundeskanzlerin nach einem Treffen mit Frankreichs Präsident Sarkozy in Berlin. Merkel und Sarkozy stimmen sich vor EU-Gipfel ab

ZEIT ONLINE: Frankreich und Deutschland wollen weiterhin Einheit demonstrieren. Möglich ist, dass sich beide über die Einführung einer Finanztransaktionssteuer einigen.

Kanzlerin Angela Merkel und der französische Präsident Nicolas Sarkozywollen an diesem Montag über das weitere Vorgehen in der Euro-Schuldenkrise beraten. Die Staatschefs werden sich dafür im Kanzleramt in Berlin für den nächsten EU-Sondergipfel Ende Januar abstimmen.

Bei dem Treffen geht es um die Umsetzung des von beiden Ländern angestoßenen Fiskalpaktes, der die 17 Euro-Länder sowie neun weitere EU-Staaten zu mehr Haushaltsdisziplin verpflichten soll. Weil Großbritannienals einziges EU-Land bisher verhindert, dass dies innerhalb des EU-Vertrages geschieht, muss zunächst ein zwischenstaatliches Abkommen geschlossen werden. Die Staaten verpflichten sich, nationale Schuldenbremsen einzuführen. Erreicht ein Land das Ziel nicht, soll ein automatischer Korrekturmechanismus ausgelöst werden. David Cameron and Nicolas Sarkozy Clash as Leaders Wrangle over Euro Deal

THE GUARDIAN: French accused of setting Britain up as 'fall guy' in attempt to ringfence eurozone


David Cameron was at the centre of a furious row with Nicolas Sarkozy on Thursday after Paris tried to isolate the prime minister at the EU summit by suggesting that Britain is seeking to exempt the City of London from all European regulations.

In a move dismissed by officials in Brussels as an attempt to set Britain up as the "fall guy", senior French figures said Cameron wanted an "opt out" from EU financial services regulation.

The French were said to have found themselves isolated in their attempts to limit an agreement on tough fiscal rules for the single currency just to the eurozone's 17 members.

Britain said Sarkozy was distorting the British position, which is to ensure that changes to the eurozone do not harm the City of London.

Cameron confronted Sarkozy in a joint meeting with Angela Merkel, the German chancellor, shortly before the EU's 27 leaders met for dinner to try to hammer out an agreement to underpin new fiscal integration in the eurozone.

"The prime minister was very determined and very strong in the meeting," one British source claimed. "This is going to be a very difficult discussion."

Greece Will Be Cut Adrift If Bail-out Is Refused, Says EU

THE DAILY TELEGRAPH: Greece last night faced the threat of bankruptcy within weeks after the EU said it would not provide any more funding to the beleaguered country unless it agreed to support the euro bail-out.


The Greek government is expected to be unable to pay wages for state workers and pensions next month without a planned injection of £8billion of EU cash.

George Papandreou, the Greek prime minister, met his French and German counterparts ahead of today's G20 summit of world leaders.

Mr Papandreou has called a referendum on whether the Greek public supports the bail–out. The decision has plunged the rescue into turmoil.

After more than two hours of tense talks in Cannes, Mr Papandreou announced that the referendum would probably be held on Dec 4. He said: "This is a question of whether we want to remain in the eurozone; that's very clear."

He added: "I believe this will be a positive outcome. I believe the Greek people want us to stay in the eurozone."


Nicolas Sarkozy, the French president and Angela Merkel, the German Chancellor, said no funds from either Europe or the International Monetary Fund (IMF) would be made available until Greece had accepted the austerity programme. My comment:

The Prime Minister will travel today to the G20 summit but is expected to be little more than a bystander as key meetings take place between European and American leaders.

How humiliating for a British PM! Had we played a positive rôle in the EU, and had we bought influence, I dare say this wouldn't happen like this.

The British government has refused to contribute money to help the euro but European leaders are expected to lobby the Chinese, Russians and Brazilians for loans.

So, with our stinginess – we can find money for all manner of other things – we are allowing the Chinese, Russians and Brazilians to eclipse our standing in Europe. This is truly a disgrace. How embarrassing for all right-thinking Brits. But how sad, too! – © Mark

WELT ONLINE: Wer als Franzose mehr als 250.000 Euro im Jahr verdient, muss ab sofort mehr Abgaben zahlen. Das gilt solange, bis der Haushalt wieder ausgeglichen ist.

Sarkozy kämpft um Bestnote: Frankreichs Rating-Sorgen verunsichern Euro-Zone

SUEDDEUTSCHE ZEITUNG: Die Ratingagentur Moody's bezweifelt, ob das verschuldete Frankreich seine Top-Bewertung weiter behält. Doch weil bald Präsidentschaftswahlen sind, verzichtet Nicolas Sarkozy wohl auf durchgreifende Reformen. Sollte Frankreich sein AAA verlieren, hätte das heftige Folgen für den Euro-Rettungsschirm - und damit für Deutschland. Die Krise dringt nach Kerneuropa vor.

Pour Sarkozy, un échec de la Grèce serait celui de l'Europe

LE MONDE: Il y a "une obligation morale" et "économique" à aider la Grèce, a affirmé Nicolas Sarkozy, vendredi 30 septembre, à l'issue d'une rencontre avec le premier ministre grec, Georges Papandréou, à Paris, car "son échec serait celui de toute l'Europe".

Peu auparavant, le premier ministre grec avait répété que son pays était "déterminé à faire les changements nécessaires" pour sortir de la crise, ajoutant qu'il était prêt à accueillir des experts pour vérifier ces efforts "en toute transparence".

Au lendemain du vote par le Parlement allemand du plan de sauvetage de l'euro, Nicolas Sarkozy a précisé qu'il se rendrait dans les prochains jours en Allemagne pour "accélérer" ce plan. "Il ne peut y avoir entre l'Allemagne et la France qu'une parfaite identité de vue pour résister à la spéculation, pour résister à l'emballement des marchés et pour protéger l'Europe", a dit M. The pressure was on for Angela Merkel and Nicolas Sarkozy to reassure the markets and shore up confidence in the single European currency.

Reassurance will come in the form of more regular meetings of eurozone leaders to monitor their economies, as well as a mechanism to stop countries from running up big deficits.

Sarkozy et Merkel unis sur la question grecque

LE POINT: Le président français et la chancelière allemande ont appelé l'ensemble des pays membres à "soutenir l'euro".


La chancelière allemande Angela Merkel et le président français Nicolas Sarkozy sont convenus vendredi de chercher une solution rapide pour aider la Grèce à faire face à sa dette, avec une participation volontaire des créanciers privés. "Il nous faut une solution au plus vite", a déclaré Angela Merkel, tout en se refusant à donner une date précise, alors que Nicolas Sarkozy laissait entendre que la solution devait être trouvée avant le mois d'août, lors d'une conférence de presse commune à Berlin.

"Nous voulons que le secteur privé participe sur une base volontaire (au plan de sauvetage de la Grèce). Je veux insister là-dessus, il n'y a aucune base légale pour une participation obligatoire", a poursuivi Angela Merkel.
